Navigate California's unique two-tier licensing system with the nation's highest social worker salaries and most employed social workers in the country.
California offers only two license levels, both requiring master's degrees. This streamlined system focuses on clinical practice with the highest social worker compensation in the nation.
Entry-level registration for MSW graduates. Required before accruing supervised experience. Allows supervised clinical practice in preparation for full LCSW licensure.
Registration: $75 • Annual renewal • 6-year maximum term (5 renewals) • Must pass Law & Ethics annually until passed
Full clinical licensure allowing independent practice, private practice ownership, direct billing, and supervision of other social workers. The gold standard for clinical social work in California.
Biennial renewal: $220 • 36 CE hours (6 ethics) • One-time courses: HIV/AIDS, child abuse, suicide risk

Graduate from CSWE-accredited MSW program. Complete clinical coursework and field placements. California only licenses master's level social workers.
2-3 YearsMust register within 90 days of graduation or lose hours. Pass Law & Ethics exam, complete background check, and submit required coursework documentation.
4-8 WeeksGain clinical experience under LCSW supervision. Must complete specific hour requirements including 750 hours of direct therapy. Document all hours carefully.
2-4 YearsSubmit licensure application, get approved for ASWB Clinical exam, pass the exam, then request initial license issuance to begin independent practice.
3-6 MonthsCalifornia social workers earn significantly above national averages across all specializations. Healthcare social workers average $93,200 annually, with opportunities in major metropolitan areas offering even higher compensation.
You MUST register as an ASW within 90 days of MSW graduation to count supervised hours toward licensure. Hours earned before ASW registration do not count toward your 3,000 hour requirement except under specific 90-day rule provisions.
California requires a state-specific Law & Ethics exam in addition to the ASWB Clinical exam. This exam must be taken annually during ASW status until passed, and must be passed before obtaining a subsequent ASW registration.
ASW registration has a maximum 6-year lifespan (5 renewals). If you don't complete LCSW requirements within 6 years, you must apply for a subsequent registration and cannot work in private practice settings thereafter.
California has specific requirements for the 3,000 supervised hours, including minimums for direct clinical work (2,000+ hours) and face-to-face therapy (750+ hours). Use the official ASW Weekly Log to track hours accurately.
In-state applicants need 66 hours of specific coursework/experience, out-of-state need 81 hours. This includes topics like human sexuality, child abuse assessment, substance abuse, aging, and psychopharmacology.

Two exams, not one — and a two-year floor that runs regardless of how fast you accrue hours.
California's 104-week minimum is elapsed time, not a function of pace. Most people discover late that it, rather than the hour count, is what governs their date.
A planning estimate, not a determination of eligibility — the BBS evaluates your hours when you apply. Track your hours · Find a supervisor
California has not enacted the Social Work Licensure Compact. Thirty-five states have, though no state is issuing multistate licenses yet — the Compact Commission has not opened applications. See our compact explainer for where that actually stands.
That leaves licensure by endorsement as the route in. The BBS reviews an out-of-state licensee's education and supervised experience against California's standards and may require additional hours or coursework. Because California's requirements are comparatively heavy, applicants from states with lower thresholds frequently do have a gap to close. Start with the board rather than assuming your hours transfer intact. See also our reciprocity and endorsement guide.
Primary authority: California Board of Behavioral Sciences — issues the ASW registration and LCSW license and publishes current fees. Where anything here differs from the board, the board governs.
We do not publish fee amounts on this page. California revised its BBS fee schedule in 2026, and a stale figure on a page people budget from is worse than no figure. Fees are linked to the board directly.
Requirements change. Confirm anything you intend to act on with the BBS before you apply. Tell us if something here is out of date and we will correct and re-date the page.
